PSPA 360 - Introduction to Public Affairs 3 Credit(s)
An introduction to various models of the public policy process. Several weeks are dedicated to discussion of the common “stages” model of the policy process followed by exploration of alternative explanations of policy making. Particular attention is paid to the subjects of congressional, presidential, and bureaucratic decision making. Students examine basic techniques of program evaluation and policy analysis.

Learning Outcomes:
- Students will locate and describe the origins of public administration vis-a-vis the study of political science and the emergence of American progessive thought.
- Students will defend their own account of the 4-5 most important theoretical orientations in the history of public policy.
- Students will interpret the data analysis sections of empirical studies published in peer reviewed journals in the field of public administration or public policy.
- Student will interpet tablular, graphical, and histogrammatic presentations of data relevant to the performance of public organizations.
- Students will assemble plans for basic program evaluation and prospective policy analysis.
